POSITION TITLE: Staff Attorney

GENERAL DESCRIPTION:

Develop, implement, and sustain a new statewide pro bono recruitment and marketing campaign designed to increase the number of low-income Texans who have access to the judicial system by increasing the number of attorneys performing pro bono throughout the state. 

PRIMARY FUNCTIONS:     

  1. Develop, implement, and sustain a statewide pro bono recruitment campaign to increase the number of attorneys performing pro bono in the state.
  2. Convene, organize, and facilitate meetings of local bar leaders, local legal aid and pro bono leaders, the judiciary, and other stakeholders to develop local and regional pro bono plans of action.
  3. Ensure execution of local, regional, and statewide pro bono plans of action that include strategies for recruiting pro bono attorneys, developing statewide training to help them handle pro bono matters, developing a statewide mentoring program, and addressing other barriers to pro bono such as language access issues (interpretation and translation) for non-English speaking clients.
  4. Conduct national and statewide research and analysis of laws, legislation, case law and policy that impact pro bono and prepare written recommendations of action to be taken, including the preparation of white papers as needed.
  5. Assist in the development or revision of civil rules of procedure, rules of professional conduct, and legislation that affect access to justice for the poor.
  6. Work with State Bar staff to develop and implement, in conjunction with IT personnel, a statewide web resource for pro bono attorneys.
  7. Keep abreast of pro bono efforts across the nation, assesses application to Texas, and makes recommendations accordingly.
  8. Participate in planning, development, and implementation of other State Bar and Texas Access to Justice Commission programs, support services, and publications as needed. 
  9. Provide assistance and support services to legal aid and pro bono programs.
  10. Answer public inquiries on legal assistance to low-income people and pro bono opportunities.
  11. Perform other duties as assigned.

POSITION REQUIREMENTS:

Must be a licensed attorney with at least three years of experience providing legal services to the poor, preferably as a case handler in a legal aid office or as a volunteer attorney.  Must have demonstrated experience or skills as a community organizer working with executives who have differing interests.  Must have excellent public speaking, writing, and interpersonal skills.  Ability to speak Spanish desirable but not required.  Travel evening and weekend work required as needed.
